Did Nasa Really Bomb The Moon!

They did.  It happened in 2009 and scientists warned that this could cause lots of problems, weather changes being one of them.  WHY would NASA & the United States do something like that NOT KNOWING the effects it could have?  Who owns the moon?  What if every country with the capabilities started doing the same thing.  Is it just me or does civilization seem to be dumbing down, with the U.S. leading the way.
