Born November 14, 1962, as Harland Michael Williams in Toronto, Ontario. Williams grew up in Toronto's Willowdale neighborhood with four sisters. He is also the brother of special effects artist Steve "Spaz" Williams and a cousin to Barenaked Ladies keyboardist Kevin Hearn.

Williams attended college at Sheridan College beginning in 1983 and studied animation and media arts. He also worked as a forest ranger at Fort Frances.

Williams began his stand-up career while in college in 1984 where he continued to hone his craft for seven years in Toronto before heading to Los Angeles in 1992. By 1993 he had already appeared on Late Night with David Letterman then landed his first movie role where he played a police officer in Dumb and Dumber in 1994.

As seen in the clip above, Williams's first role is in Dumb and Dumber. He appeared on a short-lived sitcom Simon, then the Disney comedy RocketMan. He co-starred in Half Baked and played a psychopathic hitch-hiker in There's Something About Mary.

Williams appeared in films such as The Whole Nine yards, Greddy Got Fingered and Sorority Boys. He has done voice work on Gary & Mike, Robots, and Meet the Robinsons. He is also the author of children's books, and creator of the children's animated series Puppy Dog Pals.
